Money Loaned recovery not being returned

My father loaned an amount to one of his distant relatives based in another city and state in India. Now we have been following up for about 3 years and he is giving reasons every time but not paying the amount back

Well, you can lodge a Police Complaint against that person who is not returning your money + You can also lodge a Civil Case against that person with immediate effect. Three years is the Limitation period from the Date of last communication happened between you and your Defaulter regards the loan he defaulted.
