Losses occured by old Committe of Residential society

If previous committee occurred losses and misuse of funds in transaction of society day to day business and new committee due to lack of time and lack of fund, decided not to take action against old committee for losses and misuse of funds then in future is it possible that action will be taken against the new committee?
The present committee is responsible to take all steps/actions to do good of the society. Lack of time/resource cannot be the reason for not taking any action. Its a clear case of hiding the fraud of old committee and any member can file case against both the committee members for misuse of funds(criminal case).
If your committee does not have time, they can very well appoint Manager or Legal consultant to provide you the said services are minimal cost. Precaution is always better that CURE.
