Loan money to friend in uk to recover

Hi I have given money 1500 pounds to a friend in uk. We both returned to India after visa has expired. Even in India he said in WhatsApp he owe me money and he will give money. But not giving money. Can I file case on him for 1.6 lakhs? I only have WhatsApp proof and our phone numbers of WhatsApp are UK numbers, only 500 pounds of transfer bank statements. But he acknowledged he has to give money 1500 on WhatsApp few times in India. Will munsif court take my case and what are chances to win case
