Lent money not able to recover

It has been 12 years since my mother lent ₹30,000 to our neighbour to help with a medical emergency. We did not execute a promissory note or any written agreement at the time. However, I have phone call recordings in which they acknowledge the debt. So far, they have repaid only ₹15,000, leaving a balance of ₹15,000. They are now avoiding our calls. This incident happened at Karimnagar now we moved to Hyderabad. Which area police station I need to visit to file complaint?

Based on the facts, this appears to be primarily a civil recovery dispute. A police complaint is maintainable only if the facts disclose cheating or dishonest intention from the beginning. As the transaction took place in Karimnagar, jurisdiction generally lies there.

A mere loan default does not automatically constitute a criminal offence. Unless there is evidence of dishonest intention or cheating from the inception, the appropriate remedy is ordinarily a civil recovery suit. Your call recordings acknowledging the debt and proof of part-payment may be valuable evidence. As the transaction occurred at Karimnagar, you may approach the police there only if facts disclose a cognizable offence; otherwise, immediately issue a legal notice and pursue appropriate civil recovery proceedings after examining the question of limitation with an advocate.
