Is there is any specific forum for senior citizen to file complaint

I am writing this on behalf of my grandfather He has given loan to some people and now it's been months neither they are paying the interest nor the principal amount. I want to know if there is any specific forum or commission for senior citizen where he can file complaint for recovery

Your grandfather can file a civil suit for recovery under Order 37 of the Civil Procedure Code (CPC) if there is a written agreement. If not, a regular civil suit can be filed for recovery of dues. If the borrowers issued cheques that were dishonored, action under Section 138 of the Negotiable Instruments Act can also be initiated.

Well, there is no Senior Citizen legal forum as such, where they help Senior Citizens in recovering money from those people to whom Senior Citizens have given loan and as such, such borrowers have not been returning loan.
