Incomplete work but money taken not being returned

I had made an online transfer of 20k for fixing of security cameras in my flat. But only wiring has been done worth 6K ( as admitted by the person involved). No further work is being done for last 05 months, nor money is being returned. Police says they have no role in such cases. What to do?

Greetings for the day, In this situation wherein a person has failed to do the work as required be him and you have made a payment and that person has admitted his fault, in this situation you must seek legal remedies to recover your money.
