First of all rather than going legally you should serve him/her a legal notice and in that notice you can write that either pay my money or face legal action which will be at your own risk. After that if he/she fails to give you a satisfactory reply then you can anytime file a recovery suit in the court to claim your money back along with compensations.

You should first ascertain the nature of the transaction, due date, and any acknowledgment/part-payment after 2019, because limitation is crucial. A recovery claim may be time-barred if no legally valid extension of limitation exists. Check Sections 18 and 19 of the Limitation Act, 1963 regarding written acknowledgment and part-payment. If limitation is still available, issue a legal notice demanding the principal amount with applicable interest, failing which initiate appropriate civil recovery proceedings. If the claim appears time-barred, examine whether any subsequent written acknowledgment, payment, promise to pay, or other facts provide a legally sustainable basis before issuing notice.

Are you a law professional? if yes, do you have an enrolment number? if yes, you can serve a legal notice. if You are a lawyer, the first thing which you must have learnt is how to draft a legal notice. if not, kindly join a lawyer and take proper apprenticeship for atleast 2-3 years and start practising law then.

The debt is time barred now. Since no transaction took place since 2019. Therefore you need to weight each and every fact in order to find some point in your favour. Rest you can consult me or a regular practitioner for further details.
