How to issue a notice for liquidation petition

Builder is already in jail in last 6 months so how the notice for liquidation petition is to issued.
You need to file a petition for winding up of the company at the high court . A plaint for this could only be filed when all efforts for recovering the money have failed. Additionally there should have been no reponse from the company side for willingness to pay the debts.
