Hostel fee paid in advance but I want to vacate now.

I sugun raj, I came here for job purpose, initially I joined in hostel at Dilsukhnagar by paying 4200, at that time my job is at jublihills(10km far) and night shifts, that is why I asked my supervisor to change my duty, he changed to hi-tech city(20km far), my worry is all about travelling, travelling 20km is very laborious and miserable due to heavy traffic, I really getting sick, I asked owner to deduct and give remaining amount but he refused to give money back , saying once paid norefund.

If the hostel owner has retained your money despite your vacating the accommodation and there is no written agreement clearly stating that the amount is non-refundable under all circumstances, you may demand refund of the proportionate amount after deducting legitimate charges, if any. First issue a written notice seeking refund and preserve all payment receipts, messages and hostel records. If the owner refuses without valid justification, you may approach the Consumer Commission for deficiency in service and unfair trade practice. A mere oral statement of “once paid, no refund” does not automatically defeat your legal rights, particularly where the service has not been fully availed or the deduction is arbitrary and unreasonable.
