Financial Issue with Friend 15 lacs, not returning, its been 2yrs now

I am facing a financial issue with a friend who has not returned ₹15,00,000. The money was given based on assurances of returns from a construction tender that ultimately did not materialize. The transactions were all conducted online. Last September, my friend and their spouse promised repayment, but they have since become unresponsive, not picking up the calls.
Well, you can lodge a Criminal Case upon them to recover your payment. You can also file a Civil Case against them to recover your Outstanding Arrears. But before filing such cases, send them a Legal Notice first. If things won't get resolved from sending legal notice, then, you can go for filing of cases.
You have the option to file for recovery of amount along with interest and damages. You'll have to first send a legal notice demanding the amount and if your friend fails to comply with the same, then a civil suit in the court. Further questions: 1. Whether this arrangement was put on a legal agreement? 2. When were the amounts transferred to your friends account and how much return of investment has he paid you till date? Please also note that you have only 3 years to file a suit for recovery from the date he has failed to fulfill his promise.
