Fight of set off against alleged claim which is sub judice matteric

Can you please apprise whether a bank can exercise right of set off for recovery its alleged credit card dues where a Consumer Court has granted decree against the Bank & they filed appeal against that decree which is yet to be heard by state commission.
No bank can disobey the order of a court and if the same has been appealed then also during the pendency of the same bank cannot take any step which could jeopardise the complainant.
