Does giving court case threat sending legal notice makes person scare?

One person did the fraud of 15k INR with me i want to give him of doing court case threat bcoz i want to recover money bcoz i contacted police they told this case doesn't come under IPC we can't do anything and i can't depend on beneficiary bank also that it will refund me money so does giving court case threat to someone makes them scare? and i'm also thinking to give death threat if he avoid this i have half of his information including photo so that's why so i want advice regarding issue plz give me thank you
Well, if you have a small amount to recover, you have to initially spend a lot of amount to recover such small some of money. However, on winning this case, you will not only be able to recover small amount + you will be able to recover Litigation Expenses + Mental Harassment Cost + Interest on such small amount of 15 K Rs
