complaint against a Paying Guest (PG) owner who has refused to refund my nephew’s security deposit amount, despite repeated requests.

gather all proof like proof of payment of the security deposit ( bank transfer receipt) pg agreement or terms like any oral terms that noted in affidavit. communication records any proof . handover date ,keys returned??

yes, you can first send a breach of contract legal notice to the PG Owner, claim your balance amount, and penalty for harassment. failing the same, the PG owner shall be liable for further legal action (to me mentioned in the notice itself)
