College admission cancel and fees refund

I joined a paramedical clg paid 20000 for scholarship seat in August 2021 & i went to cancel admission in January due to my health issues they denied & asked me to pay 90000 even it was not a official admission next in March 5 official counselling & admission held i was unable to attend that & without any information to us they gave me a management seat which i denied earlier because of my financial condition now i can't afford the fee to continue or cancel admission &it also has poor quality of teaching & no proper facilities even we students cleaned classrooms no proper ventilation i don't know for what they are asking 90000 even they failed to provide the facilities & infrastructure they told during admission & speaking against me with the terms of conditions which i signed earlier they denied to refund & my original certificates how can i take action
