Cheating/fraud by a vendor who is delaying refund more than a month

Had paid a vendor in Delhi for some services, not a big amount for a lot of people (around 20,000-24000) hence I had decided against pursuing this legally unsure if someone would even pick this up, the vendor had committed multiple dates for delivery, once failed had promised refund, after more than 10 follow-ups committed a date, once that got over has said his company is facing losses. His google reviews mention he's done the same with multiple people.
You may still take legal action even if the amount is relatively small. If the vendor has taken money and failed to provide the agreed services or refund the amount despite repeated assurances, it can amount to breach of contract and cheating. You can first send a legal notice demanding refund within a specified time. If the vendor still refuses, you may file a civil recovery suit for the amount paid along with interest. If there is evidence showing dishonest intention from the beginning, a criminal complaint for cheating may also be considered. Preserve all payment proofs, messages, invoices, and communication with the vendor.
