Cancelled Plot booking, Developer not refunding money back.

Hello,I had booked a plot in PMC(Pune),during early discussions they told me that in case of cancellation my money will be returned within 2 months and for the own contribution/ registration they asked me to pay 13 lac (40%) of the amount. after paying the money the registration was not done by the developer and said there registration is not happening, so later after 1 month I told them that I want to cancel and they said within 2 months they will return my 13 lac, its been 18 months still no money has been returned. They gave me 2 lac rs cheque in Jan 21 which bonced. & now there are asking me to wait as the registration is closed in pune for plot, I want to seek legal advice and recovery of the money legally as I know they wont pay. The developer is a powerful political person so he thinks nothing can be done. Need Help and Advice.
