Builder demanding transformer amount for his building

Dear Sir/Madam, I have purchased a newly constructed commercial property in Lucknow and registry has been done for same in April 2022.Now builder is setting UP transformer for same building and asking us money for same. Earlier he did not tell us anything. In this case can we apply for electricity from state Electricity board and separate meter will be installed for us. Kindly guide me on same.
