Brother took money and returned principal amount now lender harassing

my brother borrow money with interest from other guy.after 2 yrs when he already paid double of principle... now he ia unable to pay. and lender dont have any legal license of giving money with interest.bt lender harrashing my brother with d help of police.my brother has to leave d city.my sister in law(brother's wife)is a cancer patient.every 2nd day they warning my sister in law with d help of police.plz advice.
