Hello you should immediately file complaint to police for registration of FIR for cheating with you. Mention all the true facts and also give your bank account statement to police showing the money transferred but complete fee not deposited.

yes you can file suit for recovery in a civil court, where you have to submit court fees also, other then the Advocate's fees. take a print out of all the documenting proofs you have.... like copy of Admission form filled by u at the time of submitting the form, copy of pass book bank statement it took time. but you have good chances to get justice.
