About return of original certificates

I discontinued my study in the second year of engineering they are asking fee for the 2nd year is it necessary to pay the fees for 2nd year to return my original certificates

hi if the college authorities are not issuing the certificates then you could issue legal notice to ask for return of certificates and even if they did not return then you could initiate appropriate civil and criminal contempt proceedings
