Will Agricultural land convert to Urban land if Municipality is formed

My mother-in-law had a piece of 01 acre Land in Uttar Pradesh which came under Agricultural category as per the UP Zamindari Abolition and Land Reforms Act 1950 (1 of 1951). She did not possess any other Agricultural land.The locality containing the said land was brought under Municipal limits after issue of Notification by the Governor of UP in March 1956 under Sub section (1) of Section 3 of the UP Municipality Act 1916. My question is whether this piece of land for the purpose of succession would be treated as an Urban land/ urban property( for which as per Hindu Succession Act 1956, No. 30 of 1956 dt 17th June 1956 all the children have inheritance rights) or would it be treated as Agricultural Land ( for which only sons can be inheritors). Kindly provide your conclusion along with reference to the relevant Laws in the Constitution, Acts, Rules and any Case References. My mother-in-law and her children are Hindu.

The 2005 Amendment to the Hindu Succession Act, gives equal inheritance rights to the girls in a HINDU family just like the boys, even for agricultural land. Hence, your wife holds equal share in the mother in law’s property.
