Who has the right over mother's property, son or daughter?

If Hindu female died intestate, her property distributed as per Hindu Succession Act. Under the said Act both are right over your mother property. But if your mother acquired property with any restrictions/conditions then without examine such conditions is very difficult to give opinion. Other than Hindu or Muslim are governed by Indian succession Act. To decide right depends on the governing succession rules

Hi,
You have not mentioned the complete details on a general note. It is the wish of your mother to whom she want to give share. However both the people are entitled for share in mothers property if it is not transferred

As per the Hindu Law sons and daughters have equal rights over the property , as per the Muslim Law daughters have only 1/3 share in the property.
