What to do if builder is asking for more money

I have booked an under construction 2BHK + STUDY flat of 1350 super area. Apart from BSP 44,55,000.00 the builder have added additional charges of Rs. 11,43,000/- for PLC, Club, Car Parking, Power backup, EEC, FFC(fire fitting), EDC and Air conditoner. For air conditioner they are charging Rs. 150 per sq ft on super area i.e. Rs 2025000/- which is quite unjustified. I asked them to remove the AC charges or charge it reasonably but they are saying it is compulsory and you have to pay it since other clients are also paying at this rate. I asked them to cancel my unit then they are saying 25% will be deducted from amount paid by me. It is also to be noted that I have not signed any written agreement with them. My question: 1. Can they charge for AC as mandatory charge? 2. Can they deduct 25% of paid amount by me without any written agreement? what should I do?
How much amount you paid till now and what was the mode cash,cheque and etc. If there is no agreement between you and builder then you take money back with out any deduction give a legal notice. And file fir in sec 406 ipc
