What is the process of transferring deceased rent receipt pagri system

70 yrs back my mother was residing with their parents . My mother was having one brother and two sister . Few years latter her parents got expired. Property brought was in pagadhi system. After parents landlord us rent receipt in the name of my mother's brother which is continued as on date as her brother had been passed away since long time back.At present my mother and her one sister is alive and her sister lives in that room. She is staying single and her age 90's. My question is, can rent receipt be transfer in my mother's name or can she claim the property after her sister. What is the procedure to transfer rent receipt which is issued in his brother's name by landlord as on date?
