What is the legal recourse in man died due to shop collapse

I have my shop in kolkata and before few days back a part of my shop was collapsed along with the building back portion and 1 of the person sleeping in my shop was injured now the local police sitation incharge is challenging that will not allow us to open the shop please provide me guidance what can be done to protect my shop.
