Both the son of your grand father can partition this property as per the Will of your grandfather. Since your father is not alive it can be partitioned among the legal heirs of your father too. Your fathers death certificate and legal heir certificate are necessary.

The legal heirs of your father (you , siblings and mother) together will get the share of your father as mentioned in the will assuming that your father's brother and other siblings if any, accepts the Will. If the property is specifically demarcated and identifiable with boundaries, then you can directly apply for mutation (change of name) of the property in the name of all you legal heirs. If the property is undivided, the legal heirs of your father and his brother have to partition the property by executing a partition deed.
