Wants to take suggestion regarding a purchase of a builder property

I want to book a 3 BHK Flats near Saguna more, Patna which is being constructed by a real estate company of Patna. Presently the construction work has started and assured that the project will be completed in Oct 2020. On inquiring from agent that cost is @ 2800/- sqft, if you pay lump sum amount in advance the cost will be reduced @ 2000/-sqft and the agent is continuously pressing me to book flat but I want to take legal advice whether the project is bogus to ascertain its genuineness.?
Prima facie it appears that the offer made by the agent is not correct. But for verifying the genuineness of the offer you may ask for offer document made by the builder. From perusal of offer document it will be clear that whether the offer is genuine or not.

First and foremost thing required is to find out whether the proposed construction is registered under RERA or not . Because, as per RERA no builder is permitted to construct or sell apartment or flat without getting it registered with RERA.
