firstly you need to take the photographs of the encroachment and need to file a complaint to the encroachment department and ask them to remove the same. Also send the copy of the complaint to the assistant commissioner and commissioner of your areas municipal office.
If they do not take any action on your complaint you can file an application under RTI asking them the status of your complaint.
