Want to close my neighbour windows he has constructed the house

My neighbour has constructed a house and opened windows without margin before 17 years ago is there any chance to close his windows?
If you have a valid sanction plan and if your neighbour has violated a sanction plan give a written complaint to the local authority keep an endorsement with you if the local authority does not take any action you have to file case in civil court.
