Uncle refusing to take his share in ancestral property

My father is the 3rd son out of 4 sons of my Grand father. Recently my Father and one of my Uncle passed away. My 2 Uncles have transferred their share of land to my father hence now i am stuck with 1/3 (or 75%) of land share and my 4th uncle is left with 1/4th which is 25% of share. When i spoke with him take his share he is not cooperating. He neither wants to sell it to me neither wants to let me know which part of land he prefer to have. I have below questions
1. how can i have my own parcel of land
2. i want to develop my farm hence will need to be single owner of my land.
Since this is an ancestral property and now you have 75% undivided share , you are unable to develop farm house. Under these circumstances, you have to file Partition Suit in the concerned Civil court to get you share divided and marked.
Is the land transferred to your name? I. E. 75%? Is there any letter of administration to that effect ?? You can send a legal notice and also take a legal action for declaring that you are the owner of 75% so you should be allowed to develop the same.
