Transfer of Ownership of Late Parent's Property

My parents purchased a 1 bhk flat under joint ownership in 2010 in Pune.
My father expired in 2011 and The property got transferred on Mother's name.
Last year my mother also passed away.
I have only one younger brother.
He is mentally challenged.
He is kept at Rehab centre after my mother's demise.
Also there is no nomination and will.
The PMC property tax receipt shows
Names of owners as my mother's name,my name and my brother's name.
I have two questions-
1)How can I get the property transferred on my name?
(The procedure and documents required)
2)Can the property be sold after transfer?

you have to initially file a petition seeking legal heirship certificate from the court only then other procedure will take place and the society as well as the pmc will be transferring your name in the property accordingly

do u have share certificate of society.
u have to file an application before pmc for record on ur and ur brother name. if pmc will ask you fir heir ship certificate then you have to file an application before court for heir ship certificate. then after u can sale. any more information you can call me
