Seller postponing sale registration even though cost paid what to do

I paid 70% total cost for a land that I wanted to buy from a person in different installments. It has been close to a year that my seller is postponing the sale registration and the reason cited is that he is working on getting the land converted to NA which is taking time. My question is - Is this a genuine excuse? Does this process take this much time? Since I have paid 70% of the total land cost,- should I just wait for the seller to be ready or do I take any action for this delay?

For conversion of agriculture land into residential purpose , the procedure takes more 4 months. U pay 70 percent amount whether u made registered agreement to sell..find out whether he apply for N.A if so wait for some day . If not then take action.

You can take your passion after paying the full amount to the seller. You can wait but the price may go up after converting into NA. You do pay on regular basis and try to take passion as soon as possible.
