Rules related to mutation of Land

Hi, My mother is an owner of a plot & she wants to sell the plot urgently but our property dealer is asking us to first mutate the plot in her name. Now the problem is, this land was bought by my mother from society which did not mutate the land(society bought the land from X in 1990 & only X's mutation is registered on bhulekh) in its name and now our property dealer is telling us that we have to pay hefty amount(as a bribe) to lekhpal to get the plot mutated on my mother's name. We are going through financial crisis & are unable to pay any huge amount. I'd like to know what's the difference btw municipal authority mutation and mutation by lekhpal? Which one is better legally?Also, is it necessary to do some construction on the plot for it to get mutated by municipal authority? Kindly guide us with the best possible solution. P.S: My mother has original registration deed with her.

The mutation by lekhpal is related to agriculture land only and mutation in municipal records is concerned to urban property. From your query it is not clear about the nature of the plot. I will advise you to meet personally any lawyer with documents or seek an opinion after sharing documents.
If your plot is in urban area and a residential plot than mutation not required, provided there is no construction thereupon.
If your plot is in rural area and is an agriculture land than mutation by lekhpal is required. although if this plot is residential and area is mentioned in sq. yards/ft/mtr etc than also mutation may not be required.
Both mutations are valid. If there is construction on the plot than your land will be categorised as residential plot therefore mutation by lekhpal will not be required.
At this stage if mutation is applied all the previous owners will be involved.
Land law is a state subject and law differs from state to state. It is necessary to know where the plot is located.

If your land comes in municipal corporation area and you mutate your mother name in municipal corporation and that mutation time passed away on 12 year then don't worry and find any next buyer and to more information show me all related document
