Regarding eviction of criminal tenant

My father-in-law has rented a 1 BHK to some tenant family who is not paying rent for a year now and there is no legal agreement/contract made. The tenant family seems to be involved in the criminal activities. My father-in-law stays alone and is elderly. We stay outside the city. What are the legal options or smooth procedures to evict this kind of tenant?

there is two procedure that can be followed either if your father in law is a senior citizen then you can file a case under the senior citizenship act and also the other way is you send a legal notice to the tenants and after that file a suit for eviction and get them evicted
