Refund of Booking Amount towards property

I have Booked a flat in kandivali, by paying 20% Booking Amount (Rs. 17 Lacs.)
Due to financial crisis, I want to cancel the deal and get back my booking amount.
I have communicated to the builder the same, he told me if i cancel the booking i need to pay appx. 5 lacs to cancel the booking.
Kindly help.
First of all go in his office and meet to receptionist and don't meet him and say that my frnd. wants to book flat take the browser and go through the terms and conditions mentioned in booklet. Most of builders mentioned the cancellation charges. Max it might be fifty thousand. If he is not listening you have to issue legal notice to him.

U can get the entire Amt back only if the developer has committed any fault like
1.The developer has not entered into an registered Agreement
2. Has given some wrong information in the brochure
3. Or any other wrong information
