What is the procedure if I want succession certificate that give equal parts to all family members? Can a petition filed by a family member or by all family member if we want equal shares?

you can go to the court to get a court administered procedure of your property yes one partition suit may be filed by one family member is it true then you can go to the court please let me know how and where are you located

The first thing is that there are differences between legal heir certificate and succession certificate if you need a legal heir certificate then you have to approach the concerned district magistrate for legal heir certificate and if you are want to get succession certificate then you have to file the petition before the concern Court to get the succession certificate

To obtain a succession certificate that ensures equal shares for all family members, a petition must be filed before the competent District Court under Section 372 of the Indian Succession Act, 1925. The petition can be filed by any family member, provided they disclose the details of all legal heirs and their consent to equal distribution.
