i am an nri and want to purchase a flat. I have full amount but cannot come to india for registration. can i execute a power opf attorney in my brother favour. if so, then will the property be registered in my name or my brother's name?
i only want to give POA to purchase the property and not for sale

Yes, A special power of attorney can be executed in the favour of your brother In which it is to be expressly mentioned that he is only authorised to execute the purchase of the property on your behalf. The authorization as per the SPA will suffice your requirement as to the purchase. The property will be registered in your name only.

The property can be Purchased by your brother in your name Bing and ostensible owner and the same will be registered in your name. This will be done As per the provisions of section 41 of the transfer of property act 1882
