Purchase of 40x60 Independent Floor

I am planning to purchase individual floor ( newly constructed ) in 40x60 BDA site with proper approvals of BBMP.
Now to grant loan from bank, authorities saying individual e-khatha required from builder to proceed. Otherwise not possible also to process loan.
Please guide is it mandatory to ask Building on indivdual floor khatha before any proceedings. Please help.
