Project with OC but no RERA.Is it safe to buy ?

We are planning to buy a resale flat in JP Nagar Bangalore .Flat owner saying apartment has OC n CC.Construction completed in the year 2016 .But in RERA website , same apartment is listed under "project under investigation and not registered with RERA" and warning message getting displayed saying public can buy flat at their own risk .Is it safe to buy this flat ?Please suggest .
the warning signal in RERA website is because someone has filed a complaint against that project, so you better not hurry to buy it before getting it investigated by a lawyer. another thing is Rera is not a certificate of title.
