As you said that the property is owned by grandmother, she can gift it to your father and since the gift will be from mother to son , registration and stamp duty is nominal amount. And if gift is done by registered document as per law, it can not be challenged.

Your grandmother by way of gift deed can transfer property to your father. It is very low cost charge can be achieved because gift stamp duty is very low if gift deed is in family. And also your grandmother can make her will . By way of Registered will property of grandmother can be transferred after your grandmother's death to your father. If property is in the name of your father then it can be transferred through gift deed.
