Procedure for BLRO Mutation for land in Behala KMC in Kolkata.

14-Nov-2023 (In Property Law)
Hi, I have purchased a plot(land 2Kattha ) along with structure this year in March, Vendor's parent have purchased the Land in 1967 and didn't mutate their name in Behala Mouza BLRO, the Vendor have the KMC mutation, and the sale deed but not the BLRO mutation or RoR form BLRO. Now KMC mutation on my name is done, I want to mutate my name in BLRO, I visited the Thakurpukur Mahestala BLRO, they are not giving me any proper response. My question is Behala Mouza is diluted in KMC, so is BLRO mutation required? If yes then how can I mutate my name in RoR records as the Mouza mentioned in the sale deed is no longer functional. Thanks,

I believe before purchasing of the reffered plot, you must have obtained the search report. Please check the same along with the RoR and title Deeds (including the mother deed) which were given to you by your vendor. From those documents you will be able to know as on date who is the last owner of the property as per Govt Land department record. If it is found that previous owner did not mutate his property,Please contact higher District Land department authority if block level officers do not Lent their ears to your issues.

Sir
A big part of the KMC area where the BL& LRO mutation is not required. If so that the matter of your property, then there is no requirements.
If your property does not fall in that bracket then you require to first clear the khazna up to date. Then require the chain deeds. And you have to follow the rest clerical procedures.
Thanks

My grandmother had four children. But on BLRO record her all property recorded in her two children's name . There is no gift deed before my mother death. How can rectify the BLRO record.

If the BLRO record for your grandmother's property in India shows only two of her children as legal heirs, and you want to rectify it to include all four children, you will need to first, obtain legal advice from a lawyer specializing in property and land laws in India. Next, collect all relevant documents related to the property and gather evidence to prove that all four children are legal heirs. Then, file a petition in the Revenue Court with the details of the property, legal heirs, and reasons why the BLRO record needs to be rectified. Attach copies of relevant documents and evidence. Attend court hearings, present evidence, and respond to objections raised by the other party. If the court finds in your favour, it will issue an order directing the BLRO to rectify the record to include all four children's names as legal heirs of the property.
