Paid money for construction of house delay in possession

Dear Sir, I have invested in land which is Registered in my name and Villa under construction from the same land owner. I had paid total of 80% of the Amount to complete fast. Not 3 years ins pight of taking money not completed the villa. please let me no what legal action I can take against the builder.
Issue legal notice to builder seeking handover the physical possession of the property as earliest and also claim damages for the delay and claim rental amt from them for the delay period. If he fails file complaint in consumer Court
