You first need to file an application before executive engineer for removal of obstruction as per order passed by hon'ble High. Even then if no action taken then proceed with contempt petition against the concerned official before High Court.

Hi
I can give a solution but ur facts are very sketchy.
High courts orders will be implemented even if plots have been registered etc encroachments will be ordered to be removed.
Send me details operative part of High Court orders and contact.

Please note if the Honorable High court gas passed specific orders regarding this , then there is no chance for the people to convince the authorities that they have paid taxes etc. Contempt of court proceedings can be filed for non compliance of high court orders.
