You can pursue a legal remedy.
Either a suit for specific performance can be filed in a civil court or,
a case to recover the assured money owed under as per the terms of the contract, be filed in the Company Law court.

The courts are handling a lot of such matters these days. Such case, whence presented before the court, are presented as suits for recovery and are often resolved through mediation between the buyer and the builder subject to the induction of the arbitration clause.

hi, since the govt. has not constituted any authority under RERA Act, so you have only remedy of consumer court and permanent lok adalat. you can also file complaint to the Economic offence Wing. EOW may register the criminal case against builder if satisfied.
