If your wife is alive and if it is her self acquired property you don't need to obtain a NOC from her children to sell the property. However, if she is not alive and if you wish to dispose off the property, then it is mandatory that her children give an NOC to you to sell the property on their behalf. You along with the children then become the legal heirs of your wife.

Children have no right during the lifetime of father to sell his self acquired property. You can dispose your self acquired property as per your wish and needs and consent of your children is not at necessary.

You do not need permission from children to sell a self acquired property. However, since you have registered the property in your spouse's name, your spouse will have to sell the property with you as the consenting witness in the agreement.
