New apartment registration in absence of primary owner

Can a new property (Apartment) be registered by the secondary owner in absence of the primary owner (by issuing an Affidavit or something of that sort) ?

Is it a property acquired jointly? In case of jointly hold property , law provides​ for registration of the same in the owners favour.Signature, finger print impression, photo of all owners should be in the property Deed for legally valid exercise.

Yes it can be done either you need good advocate to do so or you need a good firm like us to do the needful as normal advocates neither has the knowledge nor they have the capacity to do so when the buyer is not physically present in the registry office.there will be few legal papers for doing so and it will not be an affidavit or something of that sort,it will be much much more... Hehehe

It's sorry to state that your question is very ambigious as it is not clear what do you mean by primary or secondary owner. The legal propositions is that an owner can transfer and in its absence it can be done by its power of attorney holder.
