For changing the name on the electric meter NOC of the other co owners are need as per procedure. However there is no any hindrance to obtain anew new meter in your name subject to the earlier dues are paid. You can inform the concerned department that all the co owners are having electricity connection in there independent name.

Well, first of all, you ask the Electric Dept, that, whether it is mandatory for you to get NOC from the other Co Owners or not to get a new Electric Meter installed? If they say, it is mandatory and no co owners are willing to give you such NOC, then, case can be filed in court.
