Name change on Building / villa site plan

Respected Sir,
I am a Goan. My father purchased a property in Goa and constructed a residential villa, ground+1st floor consisting of 4 flats.
My father (now deceased) in the inventory proceedings allotted each one a flat with separate entrances. My elder brother in order to run a commercial business somehow got the site plan changed only in his name to obtain conversion Government permissions.

According to the contents of your query it seems that you should approach the concerned authorities that granted conversion sanad to your elder brother and file RTI to obtain more information regarding your issue. And if thereafter you find out that some suspicious act has been done then you have an option to file a writ petition before the court of law to take directions to rectify the same.

if your inventory has culminated with an order from the court, write to the concerned department for misrepresentation in obtaining conversion and other government permissions and ask them to have it cancelled.
