My tenant is not vacating the property. We do not have an agreement of him. What should I do? I don't want to start a case. It's bit expensive.

if your Tennant is not vacating, you left with no other option but to take a legal action against him.
you are right that starting a case may be expensive. But, you will have to balance between the litigation cost and jeopardizing your right in the property.
you can start with a legal notice. if that does not work, you may file a case. you need not to pay a lump sum amount but can pay in installments.
