My mother's sisters are declining to give her part of property

What can we do to legally claim my mother's part of the property as two of the four sisters and an late brother are declining the idea of partition?
As we are not in a good financial condition what is the quickest way to solve this problem? We belong to a Hindu family and my mother is eldest of the siblings.
